Everyone dreams of the good life.
Towards this end, governments ensure that laws, rules and regulations, policies and programs are geared towards the fulfillment of their role as the protectors of their citizens. The reality, however, is that compliance of labor standards including occupational safety and health standards by majority of the private business enterprises is not that easy to be attained. Moreover, the inadequate number of Labor inspectors to conduct inspection and the limited resources that are available to conduct the needed advocacy and education programs on Occupational Safety and Health (OSH) have always hounded government.
To address such concerns, the Bureau of Working Conditions (BWC) of the Department of Labor and Employment (DOLE) intensified its accreditation program on OSH. The accreditation program was established as a strategy to complement the enforcement of OSH standards. Accreditation was also perceived as a means to augment the inadequate number of inspectors assigned to monitor OSH in the different workplace.
BIRTH OF ASPPI
In 1999, the Bureau of Working Conditions (BWC) of DOLE saw the need to organize the DOLE accredited OSH Professionals, for an enhanced participation in the promotion of OSH.
Thus, on November 3, 1999, the BWC supported the conduct of an organizational meeting wherein the first set of ASPPI National Directors, 15 of them, was elected.
The first major activity of ASPPI was spearheaded by the BWC with the conduct of the First General Assembly and Convention at Ambassador Hotel, Manila on November 25-26, 1999. During the Convention, the first set of Directors and National Officers was inducted into office by former DOLE Undersecretary Jose M. Español.
The 2nd General Assembly and Convention was held on November 23-24, 2000 at Island Cove, Kawit, Cavite with then DOLE Assistant Secretary Benedicto Ernesto Bitonio, Jr. as the Keynote Speaker while former BWC Director Danilo Lorredo inducted the new members of ASPPI.
Since then, ASPPI actively supported the programs and activities of the BWC such as the implementation of the Workplace Initiative on Safety and Health (WISH) program. ASPPI members also provided the technical inputs on the review and amendments of the different rules of the OSH standards.
In February 2005, ASPPI invited BWC to a planning session at Puerto Azul, Cavite to discuss the proposed Code of Practice for Safety Practitioners and other policy issues on OSH. A number of BWC staff were sent by then BWC Director Teresita R. Manzala to attend the ASPPI Planning Session.
From the very start of ASPPI's organization in November 1999 up to June 2005, its organizational structure was quite simple. The management of the safety organization was done by the 15 members of the Board of Directors and Officers. Its activities, however, were limited to the conduct of an annual convention in Manila as well as technical assistance to the Bureau of Working Conditions (BWC) due to inadequate financial resources.
THE ERA OF TRANSFORMATION (June 2005-2012)
In June 2005, Director Brenda A. Libron - Villafuerte took over the helm of the Bureau of Working Conditions (BWC). The confluence of a number of factors such as technology breakthroughs, changes in government leadership, workplace happenings/ incidents resulting in injuries and even deaths brought about new perspectives in the planning and implementation of programs/ projects of government, of the private sector and of ASPPI as well.
Starting in 2006, the new set of ASPPI National Officers and Board of Directors headed by its National President, Engr. Andres Larry B. Seril, Jr. started its regular monthly meetings. It revised/ updated its Constitution and By-Laws after a thorough review of the same even as it implemented the programs and projects initiated by BWC Director Villafuerte. These were the chapterization program, the institutional partnership, the International Linkage project, the Kapatiran Wise-TAV, the Safety Milestone (SMILE) and the Community Reach-out Services.
The winds of change came and ASPPI, as it were, was thoroughly revitalized as it started to make a name for itself as a workplace safety and health advocate throughout the country. The transformation was very much evident in the program thrusts and in the road map that its National Officers and Board of Directors have formulated for implementation.
